FIRE & EMERGENCY PLAN

This plan has been prepared to assist Contractors, Staff and Management in charge of the provision of Event Co-ordination information.

Together with ‘Quality Manual’ and device emergency plan – they make up the organization procedures. 

The plan outlines procedures for leaving the site on the instructions of the emergency services or  evacuation to a designated shelter in the area.  

1.0 CONTACT INFORMATION:

Contact details for Supervisor and Manager to be provided to local area / emergency services when required.

2.0 FIRE EMERGENCY: 

In the event of a fire commencing / or having already commenced, the following plan must  be enacted by all employees in affected areas. 

  • If a fire commences in the precinct where our amusements have been set up and operating,  Supervisor in charge of the work crew will immediately contact the manager,  who will consult with emergency services and local council representative; crew will then be  advised steps to be taken to protect workers and the public. 
  • If fire commences prior to arrival at site, no set-up will occur. Supervisor to immediately  contact manager, who will consult with emergency services and local council to determine arrangements for the area and advise the Supervisor, who will then inform crew on steps to be taken to ensure the safety of workers eg return to base or park in an approved  zone until further advice is received. 
  • If equipment has been set up and a fire breaks out in the area, Supervisor to immediately  contact manager who will consult with emergency management contact on appropriate action  to take dependent on the time allowed for evacuation: 

⬥ If an exit road is open and personnel have been advised to evacuate: 

o Any items of equipment which can be easily dismantled and transported will be packed  and personnel will leave the site. 

o For larger items of equipment which cannot be immediately transported, personnel  will make all structures safe and secure and will the follow the instructions of  emergency services.  

⬥ If the option of evacuation has ceased, the Supervisor will advise the Manager and all  equipment will be secured and made safe. Supervisor and crew will then take instructions  from emergency services as to movement to the designated evacuation centre/precinct within the fire zone. 

⬥ Supervisor will contact manager and advise if the crew are able to leave the area, or if they  have been evacuated to an identified assembly precinct within the fire zone. 

⬥ Manager to remain in contact with the Supervisor who will advise of crew position and  status. 

3.0 RECOMMENCEMENT OF AMUSEMENTS: 

  • Amusements will not recommence in fire effected areas until emergency services have  declared the affected area safe to return.  
  • All equipment will be checked to ensure no damage has occurred and it is safe to operate; a  pre-start check will then be undertaken. 
  • Management will liaise with Emergency Management contact and Event Manager’s contact  in relation to safe recommencement of Amusements. 
  • If amusements are unable to recommence in accordance with Event Manager/Emergency  Services directions, equipment will be packed and secured and personnel will leave the area  when safe to do so in accordance with Emergency Services directives.

 

4.0 ACTION ON HIGH FIRE DANGER DAYS 

  • If there is no fire activity identified during travel to site or set up of equipment, all procedures in accordance with the Site Management Plan will be undertaken as normal. 
  • If fire breaks during the operation of the Amusements, the above procedure will apply. 

Staff protection is paramount and the following will be provided in all vehicles and staff  trained in the safe procedure in the event of a sudden fire exposure: 

  • Emergency and fire information to be checked prior to works commencing in the  area. 
  • Crew member to call 000 in the event of any fire emergency travelling to or from a site. 
  • Emergency contact details to be loaded into driver’s phone to ensure contact with Manager  and any other personal contacts can be made during the emergency; this should also be  provided in hard copy in the vehicle in the event of phone failure.  
  • Weather conditions forecast to be checked daily. 
  • Fire extinguisher/s provided for minor fire near vehicle or amusement during works during  a fire-prone period.  
  • First Aid Kit for immediate treatment of minor burns. 
  • Fire Blanket (preferably wool) for personal protection should vehicle become trapped during  transport to or from site. 
  • Additional water to prevent dehydration. 
  • Ensure all windows are closed and air-conditioning turned off if vehicle becomes trapped or  compromised.

 

5.0 GENERAL EVACUATION FOR SITE EMERGENCY 

If an emergency occurs on site, site personnel will take the following steps: 

  • Take steps to arrange for first aid support for any member of the public if required. 
  • Ensure all member of the public leave the immediate area and follow the event co-ordination  team’s instructions to leave the area or proceed to the designated evacuation point. 
  • Crew members will secure all rides and ensure, if safe to do so, that all electrical and powered  services are switched off and any keys removed.  
  • All crew personnel to proceed to the designated evacuation point in accordance with  directions.  

• All crew members will remain at the evacuation point until emergency services or person in  charge of the emergency give permission to return to site.
